Gentlemen,

In referense te your letter of the 29th ultimo,

with molosures, and to the final paragraph of our acknow-

ledgment thereof, dated the lat imtant, regarding the

character of the foundations which should be adopted for

the quay wall at North Point, Hong Kong Harbour, we beg to

submit these observations.

Before proceeding to discuss the matter to which

specific referenes is made in His Excellency's despatch and

connected papers, we must first allude to the document e

forwarded to us with your letter E.254/11, of the la$

September, 1922, and our reply therets of the 7th October,

1922, on the subject of the reclamation walls then proposed

in this same neighbourhood.

3. It will be observed from our letter of the 7th

October, 1922, that we commented somewhat unfavourably on

the proposal for a reclamation between North Point and

Quarry Bay, but expressed the opinion that, if this work

were proceeded with - and it appeared that the Goverment

were practically comitted to that course - an ordinary

rubble bank, generally as shown on the drawings then

received from the Colony, should be adopted to retain the

filling. We recommended, however, that a pitched slope
